Default Pleas help O2 sensor problem

My car is a 98 224 cam and long tubes. My 02s were being lazy and a little erratic at times so I bought a set of rear vette 02 off a guy on here that stated they had 8k miles on the clock. Well I just took the old O2s out and put these in and they are reading a constant 459 mv no switching at all. Before removing my old 02 sensors they were at least switching. Also the wires are not burnt and not grounding out already checked that. The engine sensor fuse is intact. Any ideas?

I posted this in external engine also.

Update just put the old O2s back on and they are switching and reading. Could it be that the vette rear O2s are bad

Cold be bad, or a bad sensor side connection problem, or the sensor heater isn't working.
