HELP!!!! Unknown error 99 when trying to flash /car wont start

HELP!!!! Unknown error 99 when trying to flash /car wont start did a flash like normal, seemed to take fine.
tried to start the car no go.
tried to write again, error 99 is whats reported by hptuners.
unchecked high speed mode pulled the pcm fuse, tried again, it went it recovery mode, completed, still no go, fuel pump doesn't even kick on.
fried pcm?
