ECM OBD1 unit but with a OBD2 plugin?

ECM OBD1 unit but with a OBD2 plugin? Has anyone heard of such a thing? I have a guy here who I know and he says he is having this exact problem. A OBD1 code reader cannot plug into the ecm. But the OBD2 code reader plugs in and does nothing. 
I had a 95 Grand Prix that was like this; people sometimes referred to it as OBD1.5. To the best of my knowledge, it was modified OBDI firmware that was programmed on Flash memory like OBDII.
Only the dealerships could do anything with it.
