Car is throwing code...will it affect OBD II test?

Car is throwing code...will it affect OBD II test? Plugged in my scanner and my car is throwing code PO123 -"TPS/pedal position sensor A circuit high input." Anybody know WTF that means and if it will cause me to fail an OBD II emissions test?
