Default Cold start issue, tuning?

My issue is that at cold start only it will start and die quickly or surge badly for 1-2minutes.

It starts perfect if i start is and hold it at 2k for only about 3 seconds. It clears up and idles perfect.

this a tune? or maybe an iac?

Here is how I attack cold start issues. When the engine is cold, turn on the ign switch for a few minutes to warm up the O2s. With a scanner monitoring the pre-cat O2s, start the engine and monitor their voltages. This will tell you if the condition is due to a too rich or lean condition. The I start tuning until I can start the cold engine while the O2s are showing a slightly rich condition, like .3-.4 Volts. Once the engine warms up enough to go closed loop, I monitor the ST/LTFTs and again get them slightly negative. This proceedure ofter requires more then one complete cold engine start sequence.
