Default Surging question

I have been dealing with surging issues for the last three years. The car surges after a cold start, and backing up, etc. Back then I was told to drill the hole bigger in the throttle blade which helped a little, but it's still a problem. I dont have any tuners in my immediate area, so.... should I drill the hole a little bigger?? ...or is there anything else I can do manually until I can get it tuned out??

You could try drilling a second (smaller) hole.

IMO, I would wait to get it corrected in the tune.

Desired Airflow / RAF is your start point.
Basically open the IAC some more, plus logging etc to make sure all is well.
