Based on the descriptions I have in EFI Live, this is my understanding of how it works:
An example of those can be seen with the throttle follower...
Say there's a command for 2 grams/sec of airflow to be added by the IAC because of the throttle follower settings. That will only be commanded for a short period of time. Once the 2 grams/sec is no longer commanded, the delay starts and holds the 2 grams/sec for the delay period at the given MPH. Once the delay period is over, the decay begins. Airflow is then decayed out at the rate in the decay table. If .01 grams/sec is in the decay table, it'll remove .01 grams/sec from the original 2 grams/sec every 12.5 miliseconds until it reaches 0 grams/sec.
