weird power problem!

weird power problem! my installer just finished installing the heads, cam, intake, pulley & exhaust and said if you turn the key on, the display will not show up, but if you bang around under the dash, it flickers. If you plug in a diagnostics scanner, the lights will stay on. It doesn't show any codes or anything.
help! any ideas? this is a 98 ls1
