weird Speedo problem, HPTuner issue?

weird Speedo problem, HPTuner issue? don't know what to make out of this. On a 2000 Vette C5 automatic I have the problem that the speedo shows complete garbage although everything else seems to check out. What happened was that due to the dreaded steering lock issues that car had, GM flashed PCM with the latest OS. Of course HPtuner complained about an OS mismatch when we tried to download the old performance programm which we had saved before the GM reflash.
As instructed by Chris we read the entire PCM with the new OS and did a compare and copied over all different parameters from the old HP file to the new OS file. Worked like a charm, no more differences between old and new file. Except the speedo shows 120 kph when in reality we are going about 45 kph. If I compare the speedo settings it all checks out !
would anyone have all the correct parameters for a 2000 C5 automatic?
The other thing I am not sure if bug or feature with version 2.1+ is that no DTC's can be displayed in the VCM scanner windows. It simply stays blank now, it however does works on a 98 Camaro were we tried to see for comparison.

enclosed file, this is in the car at the moment and speedo acts weird. Car drives superbly, except it looks kinda weird when you cruise on the highway and speedo shows over 300 kph......... 
just in case it matters, car has stock rear axle ratio. Rear tires are 295/30-19 tires!
