Car running in closed loop, throwing codes.

Car running in OPEN loop, throwing codes. Title is mistake I meant car is running in open loop, wont go into closed, sry
Car is a 2000 with an LS2 swap and a tune from HPE. I ran a scan tool on it and the fuel system never goes into closed loop. It goes from Open to Open2 but the ftrms or whatever stay at 0. It threw oxygen sensor codes. the o2s21 o2s11 sensor readings go from 000 to 0.095. The o2s12 and o2s22 values are around .450 and switch only around .010. The car did not do any of this before the swap. Any ideas on where to start?
