emissions in IL with 2 bar map os?

Is this possible, even if we hook the maf back up/wire it?

Maf is not emmissions device, so i dont think it would matter.

Illinois just announced no more testing for pre 96 cars; for 96 and up it is a scan test so it will pass if the readiness codes are set and there are no codes.
