OBD2 "not ready"???

OBD2 "not ready"??? Just took my 98 Z in to get the NC state inspection; there aren't any codes failing, but my "Secondary Air System", "Evaporative System" and "O2 heater" are showing up as "not ready". I had to replace a fuse for the AIR about a month ago; afterwards I unplugged the (-) terminal on my battery to clear it and the SES light went off, hasn't been back on since. The mechanic is saying that the codes are still resetting after endless drive cycles and over 1000 miles of mixed driving. It seems a bit off to me. Since I unhooked the battery instead of clearing the code, is my PCM in a perpetual relaoding state? Or is just my PCM taking forever to reset?

www.obdii.com/drivecycle.html If the battery voltage is low on start up maybe it's resetting? - but think you'd see a trip reset/idle relearn when it happens? Try another inspection place after some drive cycles. So glad I don't live in NC anymore...
