The reason why GM included a VE compensation in the airflow calc. under 4000RPM is because of the momentary lag generated by sudden throttle transients where MAP approaches 100kPa (atmo).
This approach works fine in theory but rig up an oscilloscope to the MAF voltage and you will observe a voltage "hole". You are pulling max. airflow but the MAF isn't registering it. A VE correction factor compensates for this.
