what is the best "tuning program" for supercharged lt1

what is the best "tuning program" for supercharged lt1 my friend has an supercharged 97 anniversary car, something is wrong, the car is just boosting 3psi, and every warning ligth is on,
he imported the car from usa last winter like it is, our thougths are that the map is way off, the car is not powerfull at all, but it runns fine and smooth,
can i use my efilive/hptuners on lt1 cars? if not what it best for him to do?
