Default OBDII scanner not powering on

I tried a new scanner i bought and it wouldn't come on, so i thought it was defective. went to autozone to get them to scan it and their's wouldn't come on either. the guy said it was probably a fuse because there wasn't any power getting to the obdii port. so, is there a fuse for this, and in which block is it located? if not, what should i look for/check to remedy the problem?

thank you,
Josh

The "CIG/ACCY" fuse powers the DLC connector - believe it's inside the car in the main fuse block.
