Code P1626 and no start condition

Code P1626 and no start condition I pulled the dash on a car to remove the HVAC, then reinstalled. I went to turn the engine and it will not turn over. I tried using the old screwdriver across the terminals and it will fire but die right after it fires. Any ideas what the problem can be? It looks like I have all the wires plugged back in under the dash, but you just never know.
Code P1626 is "theft deterrent fuel enable signal"
