Can someone explain how to tune with fuel cells?

Can someone explain how to tune with fuel cells? I don't really understand how fuel cells work. I've been using the Autotap Data Analysis Version 2.0.xls spreadsheet in my tuning. I log fuel cells and everything else to give the spreadsheet all the data it needs, but I don't really understand what the fuel cells are telling me.
Can someone exlpain what they are and how they are useful in tuning?
Also in this spreadsheet there are options on the data Analysis tab. Options like:
*WOT FTC Condition = Cell 15 & 22? Is 15 a WOT cell also? My PCM never seems to log anything in 15. What is 15 used for? What option should I choose here?
*Throttle Position Angle for WOT = 90(default setting) I thought 85% was WOT for us?
*Target LTFT for MAF Calibration this field is left blank. I've looked at the MAF table on this spread sheet and it is not the same is mine. Am I supposed to populate the "initial" fields with my settings, then enter a target LTFT and then the spread sheet will tell me how to adjust my MAF to achieve my ideal LTFT?
Sorry for the stupid questions, I'm just trying to learn the tuning game.

From what I have gathered, and it seems to be how mine is running. That you need to average FTC's 4-14, and I think you are trying to get them at a -2 rating average. Don't worry about 15 or 22, cause its not really accurate at that rating anyways. All you want is that they are 0, and that means the car isn't adding any fuel making you richer.
