I just got a 99 ss Camaro with a MTI 427 , my problem is the car was tuned in Florida and I live at 2200 Ft el . The car blows black smoke out of the pipes and smells rich. Is there anything I can do besides getting it re tuned?

Not really. It should be retuned, preferably on a dyno with an wideband so the fuel mixture can be dialed in.
