Default Instrument gauges going crazy

I just installed an L92 motor im my 1999 chevy camaro i sent out the pcm to have it tuned by TSP when i reinstalled the pcm everytime i start the car the gauges all sweap to full and then back down then they start to work correctly, does anyone have any idea what could be causing this problem????

I've read about this being a recall on the '99 model. My uncle's '99 Z does this from time to time.

can any one else chime in on this one the battery is brand new and i dont know if a loose ground would cause that if so what ground would it mist likley be???

I'm thinking low battery voltage - that's what the TSB was about on the 99 car clusters with the trip resetting to zero and gauges sweeping. If the trip is also resetting each time I'd make sure the battery is fully charged first.
