Have you tried to retrive the PCM data pid for the vehicle speed sensor & see if it is reading correctly?
You may have a IPC/cluster problem there.

You might need a new/rebuilt cluster. It is easy just $$$

Speedo problems can vary widely... I had a bad cam sensor a while back, and this caused my speedo to not read sometimes, and to fluxuate wildly also (ie the bottom fall out, it jump up rapidly, etc. etc..). I pretty much drove for a couple months just off of rpms.. haha..

Then, one day figured out the cam sensor was the culprit in the car running funny at times, changed it out, and magic! the speedo worked.
