locked ecm

locked ecm i am building a 63 split window and installed a ls2 and a magnason supercharger with the new gm ecm and harness but need to tune it and the ecm is locked, gm has not been any help has anybody else experienced this. i cant beleive gm would do this.

this is the brand new harness and ecm offered through gm performance parts.I talked to the guys at the performance trailer at back to the 50's and they said they did it to keep the novice out of them and avoid warranty issues. But it leaves me in a mess
