To test this theory, for the short-term, try zero-ing your throttle cracker table from 1400-2300 (14-2400 will be the real numbers) and see what you get. Too much airflow can be from too much throttle cracker, your base airflow may even be too high which feeds into this.

Try what I said to try in the above post, zero-ing out the TC where the surge is. If it goes away, that's not necessarily the fix, but it shows you that too much airflow is the problem.
