Default firebird headlight problem

cars a 98 formula got in it this morning and the right side wont pop up. Checked for ice and there was none or any thing else i could visually notice. What generally goes wrong in there and how much is it to fix? Also I know you can manually raise them so I will probably just raise them both up untill I can get it fixed but my question there is is there anything you have to unplug so it doesnt still try to raise or lower the lights when Its in a fixed position? By the way I searched forever for a camaro just so I wouldnt have to deal with this and here i am 2 months after my purchase with a winking firebird lol.

If im not mistaken they have plastic cog gears so that might be worth checking into. Iv heard of those going bad alot, but then again Im a newbie
