what is this?

what is this & what does it do? 2001 ws6 m6. i did some engine bay cleanup years ago. in the proccess i relocated the fuse block assembly & this. lately i've been having trouble with the marker/tail lights. headlights/front markers/brake lights work fine but no tail/side markers. the second the headlight switch is turned to the marker or on selection(off,marker,on), the tail light fuse blows. is this related to lighting? thanks in advance.
