I'm tired of searching all over the internet for pinouts and wiring diagrams especially since I'm about to rewire the entire car. Is there a book I can buy that has everything in it.

I've even searched all over for a book and can't even find that.

It's expensive, but you could order the official GM 1999 F-Platform service manual, or post a WTB in the classifieds for same.
