Why are you doing this? Is the car moving? Is the engine up to temperature?
Too much gas going in to the engine, which isn't getting burned until it meets fresh air as it exits the tailpipe. There are some situations where if you do certain things - that this is normal and expected.

Don't do this.
The car is going to start flowing fuel because it expects that you want to go somewhere. When you release your foot off the accelerator, like a tease, you'll have extra fuel at the party.
This will be more pronounced when the engine is cold, which is normal.
Normal tune-up stuff will also help combustion and may improve the accuracy of the fuel metering, but it shouldn't be of concern unless your wheels are turning. Things that would improve things:
- Changing spark plugs
- Carbon cleaning
- New O2 sensors
- New fuel filter
- Replace PCV
- Change Oil/Air Filters
^ All this could get expensive, though, unless you also have a fuel mileage problem that you need to address.
