Default 78 FBody rear axle walking on springs

Trying to figure out what I need here, I’m thinking I need new shock plates and U bolts.
I think this rear axle is a multi leaf unit, but there is no locator hole in it. The shock plates that go under the spring have a huge hole, where the locator would go, but is way to big for the locator pin on the spring. (Pin needs to be flipped)
The axle is just sliding around on the springs! There a rubber pad on each side of the spring. The pads with the spring stack up thicker than the relief in the spring perch, causing the shock mount to get all crazy bent up when everything is tightened up.
I did a little searching, I think I have an odd ball rear axle?
should I order mono leaf lower shock brackets, with the locators in them and flip the locator pins in the springs?

there is a rubber pad on top the spring into the axle pocket and below into the lower perch ...one of them is broken.....so not rubber

Looks like the wrong pads were used, causing the lower plate to fit improperly and bend once tightened.
