Default 96 Firebird Formula Refuses to Start

I have a 1996 Firebird Formula which had been sitting in a garage since 1998. 100k miles.

After replacing the battery, the engine would turn over but would not start or fire whatsoever. The fuel pump was bad so I replaced it and installed a new fuel filter. I'm getting fuel pressure to the rail now. Still not firing. The engine will fire if you spray ether into the intake while turning. Looked into the VATS and all the security. A security light comes on when you put the key in the ignition but it goes off after a few seconds. Ripped out the plastic panel covering the wiring and VATS stuff on the passenger side, seems like whatever component sits there has been removed (sorry I'm still confused as to all the components of the VATS). I have a noid light on the way to test if the injectors are firing. I'm getting spark and air, just not fuel for some reason.

is there a fuse or relay that can be checked for the injectors?

Looks like they took care of that:

I think the OP is on the right track checking for injector activity. It'd be unlikely that all 8 injectors plug up at the same time. Sounds like VATS has been messed with too.

I did not check the fuel pump relay but after installing the new fuel pump I can hear the pump running and I have pressure to the fuel rail. Is there a way to completely bypass the entire VATS system?

Before messing with the exhaust did you happen to unplug the O2 sensors? If you did have you plugged them back in? If you didn't have you checked the wiring for them?
