It depends on which of the 3 400's the Car has
Base 325 HP ...In GTO 350 HP
R/A III 335 HP... In GTO 366 HP
R/A IV 345 HP... In GTO 370 HP

Firebird and GTO engines are Identical except that the Firebirds had a small tab attached to the Carbs that limited the secondary throttle opening.
that is why they are rated at a lower Horsepower level. Most people ground the tab off.

Another factor is gearing, both Trans and Rear end

The average R/A III 4spd car with 3.55 or 3.90 gears would run anywhere between 14.5 to 14.1 at around 98-100 MPH

The difference between Base and Ram Air III engines is just a Cam And tuning. The R/A IV has better Heads Intake and camshaft, plus Forged internals. A well Tuned Ram Air IV can make an easy 425 HP.

A good starting point would probably be some headers and depending on if you want getting rid of the Rodchester Q junk I mean Qjet. Maybe a Holley or a Demon, thats what I have.
Then maybe a cam, Most ponchos really like a single pattern cam, with that you should be putting down some awesome bottom end numbers and help out the top end power
