On the throttle body? The 3.8 uses a Mass Air Flow Sensor, and you'd have to place it directly off it, or have it tuned out and use the MAP sensor. 93 Firebird with the V8 don't have a MAF and can run one directly off it, but people don't recommend it due to the heat in the engine bay.

You can yes but I wouldnt for two reasons
1) The Internals in the Front Bumper Cover Area are desigined to direct air flow up into the airbox. If you put it directly on the throttle body then you would not have the added benefit of this.
2) As mentioned before the air inside the engine bay is very hot as opposed to the air flowing from outside that is cold.
