I've been eyeing SCCA CAM, but don't know if I want to put an interior back in the car yet. For the unwashed masses, can you let us know what the numbers represent? Is it handicapping, essentially?

Yeah, PAX is a system to make fast cars appear slow and miatas take home the trouphies! But yes, its essentially a multiplier for your time to even out the wide variety of cars on a level playing field. It's compiled from numbers usually run at the national events where all the cars are prepared to the max of the class rules.
