Don't associate Chumpcar and Cheap! I'm on a team that runs a Miata, and even that is far from Cheap! I must say that it is very fun! Reliability is key, cooling and oil control are the two biggest chump killers. Next is hubs and brakes. I'd say a well put together V6 platform with your emphasis on Brakes and suspension would take you to the end. Every thing that bolts on a V8 car will bolt onto a V6 car. Plus the V6 car will be lighter and easier on the brakes and hubs.

We ran a Subaru in Chump car and BMR Tech and Beach Cruiser are absolutely correct about cheap and being reliable. Don't forget you have to trailer the car (my job) to and from the tracks and that can get expensive depending on how far. The great part about Chump car is seeing and driving the tracks you've seen on TV and YouTube and for us it was a minimum of 4-5 hours towing. Also look at World Racing League. Same tracks and format but run what you brung if it meets safety rules. (safety equipment also not cheap) WRL weighs your car and asks for an HONEST horsepower and assigns a power/weight class. I would LOVE to see a LS Camaro in either format.
