You can pull the plunger out 100% by hand and slip washers on the shaft where the spring is in the pic that way it's locked closed 100%. Finding the exact length of "A" in the pic below may take some time to figure out. But it will all make sense once you pull it off and look at it. "B" basically needs to be pushed up against the bleed hole 100% so no air can bypass the TB.

FWIW (which is probably nothing, since I doubt the Micro has the facility, but I'm not sure), I controlled a stepper motor IAC with MS2 and MS3, and it worked very well. Still, even though MS2 is the same processor as Micro, I had to run four jumpers under the board, and I'm not sure how or if that translates to the Micro.
Assuming it doesn't, I think I also ran an appropriate sized NPT tap into a stepper motor IAC hole one time and pipe plugged it. All of this was a while ago, and my memory is feeble. Lol

Yes it could still cause the problem and most likely is. There is a plunger that moves in and out on the tip that controls idle speed by leaking more/less air past the TB. Most likely it's not 100% closed.

Got rid of the ebay fan that blew air like a little biatch. Replaced it with a fan from a cavalier. Fits perfect with some trimming. This ones blows air like a baws.
