The converter is going to stall differently based on toque output. If you make less than 1000rwhp it is going to be on the tighter side.
I have been 1.28 with this stall leaving on 8lbs of boost and consistent low 1.3x with 1300ish wheel.
Most turbo converters are not built to a "stall" speed so I can't provide you with an exact answer.
