Default Clutch travel switch ?

Can anyone tell me what this switch is ? And what it does.

Car won't start & im wondering if this has something to do with it.
When clutch is depressed it turns over but no fire ?

When searching I found this broken off its perch.

That switch let’s cruise control be engaged and it also disengages cruise control when the clutch is depressed.
