Default Port, TBI, Carb?

Putting together a 6.0, stock crank/bore, K1 forged rods and Wiseco K398XS pistons, ported LS3 heads, stage 2 cam, high ram with dual 4150 flange.

Been watching a lot of videos of dyno runs and builds. I see a lot of carb builds making more power than port injection through the entire rpm range, due to intake cooling. I'm guessing TBI would do the same but have more "tuning" benefits/features.

It's always brought up that you have the ability to tune each cylinder with port injection. At what HP is that necessary and how would a guy do that at home without an O2 in each header tube and a dyno? Would you read plugs? Are the benefits of port that beneficial for an na street build? Would intake cooling from a carb or tbi be more beneficial?
