Default Vvt issues after engine rebuild

Good morning,

I recently rebuilt my 2009 6.2 NON DOD with VVT. It ran before pulled but had low oil pressure. New parts include bearings for rotating assembly, new lifters, head gaskets, and new oil pump. I am using the same factory cam.

With the vvt and cam sensor pigtail plugged in it is way advanced and compression is coming out of the intake. If I unplug the pig tail it will start for a second and then shut off. I replaced the magnetic VVT sensor that bolts to the timing cover and same problem. I have not replaced the cam bolt/vvt solenoid yet because the plunger button on the tip moves freely. I am at a loss as to what is happening or where to check next.

Any advice?

Is the cam/crank timing setup correctly? It seems pretty far off if compression is coming out of the intake, the VVT doesn't change timing that much.
