Just do the usual intake and exhaust mods. If you have more to spend a cheap cam swap that I have always done that works on them is a LT4 hot cam and change the chip out to a hypertech stage 2 chip to control it so you don't have to get a custom chip.

What year?

I had a 92 with a T5 and dipped into the 12s with GM bolt ons......92 Camaro.

IAT relocation, K&Ns, Ram air intake gut, dual cats, with a single in/out 2 chamber flow, centerforce clutch, gasket matched upper and lower intake, L98 Al. Heads gasket matched and cleaned up, SLP headers.......

MY first pass stock was a 14.6 at sea level....after all of this I ran a 12.9.....

Whoever told you that intake and axhaust mods made it slower was an idiot.

Also, my computer had the governor removed and was setup with a non-California Smpg delete; back in the day known as a tier 3 smog.

Basically, this was a B4C cop car, but stock when I bought it and again ran 14.6 stock with just the computer work done from chevrolet when it was sen to the State of Texas.

TPI cars all respond well to freer flowing exhaust and intake systems.

20hp is not out of the question for swapping in good quality headers and a cat back on a 350 car.

This!

And you should see the same gains from the 305; on a side note it is very underrated.
