TBI sbc issue

TBI sbc issue
Okay, so been having an idling issue...
-there are no vacuum leaks.
-so i checked the idle air control valve, cleaned it up with brake cleaner took the plunger out and greased it up, outcome wee better. this issue is causing a slight knock on idle too btw.
-so got a new iac valve, ran high but smooth.
-turned it off then a few minutes later went to start it up, wouldn't crank for nothing!
-took new iac out and plunger was all the way out so it was chocking the motor and wouldn't crank.
-put the old one in... fired right up.
-check the pigtail for volts going to iac valve and tps
-iac valve have 4.8-4.9volts which its suppose be in that area
-tps was 11.3 volts
SO before going and buying another sensor, could my tps be bad???
