it will fit without any leaf spring relocation. I have 2 buddies with 28 x 10.5 x 15 m/t et drags on their cars, and they fit.
But a few things to consider:
-1, you will have to roll or remove the outer wheel lips
-2, the right backspacing is essential! (run a 15 x 8 rim)
-3 be willing to "massage" the inner wheelhouse slightly with a hammer

Yeah the 28-10.5 will fit without moving in the springs, but if you want a true 10.5 tire under there you will need to move in the springs and do some wheelwell work.The 29.5x10.5-15 et drag has a true 10.5 on the ground or you could run the 30x12.5 et street.
