I have talked to some people i know and for that class they think a small block is the way to go for the weight advantage. I think the 327 crank in the 400 is the way i am going to go. the class specifies OEM block and heads with a 750 cfm max carb. The big block may be too difficult to make it into this class. But maybe it would work.
