You might want to clarify how much you have to spend. Not a lot to some is a good amount to others. You can buy original GM heads from the 60s-70s for a couple hundred bucks on Ebay and swap meets, but they leave a lot to be desired to most aftermarket heads.

You also might want to clarify want kind of performance or needs you want to acheive with these heads.

Buy vortec heads and be done. Even without the bigger valves they will outflow what you have now and there cheap.

The Vortec heads will require an intake swap as an old style intake will not bolt up. The factory vortecs will outflow any of the old style heads no matter what size valve you put in them without porting. Plus they have a much more efficient combustion chamber. If you motor is the original stock I'm guessing its still got the TBI set up on it? GM Performance Parts is now making a Vortec style intake for the factory TBI.

If you dont want to spend alot of money on all of that, your kind of stuck. The TBI style heads in your years were a swirl port design, which mean no air flow. And they also have their own intake bolt pattern where the two center bolts on each side of the intake are at a different angle than the end ones. There are I believe a couple late model heads with the revised center intake bolts that were not the swirl port design that would flow better, and still have a better combustion chamber, but I dont recall the casting numbers on these heads, and they would be hard to find. I believe they came on the Caprice cop cars in the early 90's as well as the 1ton+ trucks.

Pretty much either way you want to go, it is going to cost you some $$$$.

I'd go with the vortecs. They do respond well to just running the 1.6 valve.
