SLP certificate of birth?

I saw where some people have a build sheet or certificate of birth from SLP. I saw this car for sale on ebay has one
Where can i get one of these or any other kind of paper work.

The certificate of birth is $49.95 plus shipping & handling. For a build sheet I would try www.phs-online.com
