Dimmer Fuse #15 keeps blowing with driver window switch

What do you mean by 'with driver window switch'? When you plug the switch in? When you try to unroll one of the windows? Both windows?
When does the fuse blow. I've got a diagram for the 99's so I should be able to track down the issue.
The only thing in the door attached to the dimmer circuit is the small bulb that points down to the window switches. This is the piece that you have to twist out when removing the door handle trim piece. The switches are not illuminated themselves in f-bodies.
Start by pulling that bulb out, and see what happens.

Just remembered one issue I had years back. I had removed the vapor barrier, which is the flimsy plastic behind the door panel. The wiring from that bulb mounted above the switches, had gotten tangled into the power window gear/regulator.
Pull off the trim around the door release handle, and check the wiring right there. Let me know what you find. Just two phillips screws, and pulling out on the lock lever plastic. Once those are off, its just a matter of releasing the tabs around the edges, and maneuvering the plastic out.
