Default Problem with shift light

When I bought my car it came with a raptor shift light. The previous owner said that it never worked when he had it. So I pulled it out of the car and tested it some. Never lights up at all. Me being the brilliant guy I am set it with all the dip switches up and put it in test mode. Put it on the battery and nothing happens. Is it fried? Am I an idiot? does the green wire have to be hooked up in order to work or will it work without having the green signal wire wired?

should light up without a tach signal hooked up
