What is the best (safest) way to disable it? Is there a fuse I can pull? Unplug it?

You can probably fix the problem on the cheap in a couple of seconds. The paint on the mast peels off and causes it to stick. Often you can soak a rag in mineral spirits, wipe down the mast, and then retract it. Repeat a couple of times and it should work normally for you.
I've noticed that the problem arises more often after exposure to road salts. GM's official factory manual fix (above) will work for a couple of cycles and when it gets too bad to fix, they sell a replacement mast that you can pop in without replacing the motor unit.
