Also you have to think, are you SURE it was a cop, and not someone else? I.E. Someone repairing the car, someone transferring it between stations, some stupid intern? Unless you saw his badge and CONFIRMED that it was a cop badge, you can't know for sure.
You said it was highway patrol (they're the only ones with those kind of cars really anyway) and he was going through stop signs. Highway patrol rarely drive through the city, and if they do they just jump off the freeway, grab some food and they're right back up there. Unless they're investigating a crime, which they WOULD NOT do in a hi-po patrol car like an LS1.
This story has holes in it.. I doubt the person driving was a cop, in the event that the driver was FOR SURE scratching second gear for the fun of it.

Well the vehicle looked like this one, also with stickers. So I can only assume that it was a cop car. I did not see his badge or uniform. I guess I should rewrite the original post to say "that someone driving a very obvious patrol car had ripped second gear." I am not anti-cop. Hell, I don't complain about getting tickets because I, based on law only, deserved them.
