Relocator brackets help

Some poeple recommend LCA relocator brackets even with stock ride height.
Q1: At what setting
Q2: bolt on or welded?

I'm not sure about the setting, but when I get mine I will get the bolt-on's and bolt and weld them in to make sure they are installed correctly.
