Dust boot and bump stop?

Dust boot and bump stop? Recently purchased bilstein/ eibach combo, my question is should i put this metal washers or not sure what they are or can the shock just sit on the strut mount without it since i hace read people not put on the dust cover but i dont know if ineed that washer.
