Default Steering question

I was hoping someone might have an answer for me.

My steering wheel is pretty hard to turn and has no "rebound" when going around a corner at lower speeds. What I mean is, I usually have to turn the wheel straight myself, when coming out of a turn. Most cars I've driven will straighten themselves out on their own.

Had an alignment today and here's the results. Any ideas on what it could be ? Steering linkage angle between the end of the steering column and the input shaft on the rack ? Had a brand new rack put in as well.

steering rack preload is probably too tight

Do you think the angle of that linkage has anything to do with it ? The previous rack I had in it had the same problem... I noticed the linkage slides up and down on the output of the column a bit.. is that what that adjustment is for ?
